What powers do cities have to govern the inclusion of migrants and refugees?
The majority of international migrants move to cities and over time the services that support their inclusion in urban life have increasingly been devolved to local governments. Diverse cities are being asked to do more, often with limited authority and resources. This pilot study aims to increase our understanding of the specific governance powers local authorities have over migrant inclusion in different countries. It adapts a ‘governability grip’ framework, which was first used to assess powers over urban infrastructure.
